Can the fan speed be controlled individually? I have added a fan speed slider to octoprint (which works amazingly) however I was wondering if this can be adjusted for each cooling fan?

Nope you can't... If you built your machine yourself you might remember where you connected the fans. They are connected to the same PIN.
Though you'd be able to use HE2 (or HE1 if you only have a Pro) connector for a fan but then you have to tweak the firmware...

That's OK I just had not noticed both fans come on with M106. Is there a way to get speed feedback? As currently via OctoPrint there is no fan speed feedback available.
