I was fighting this same problem, until I switched slicers. I was using PrusaSlicer 2.1.0+, tried Slic3r 1.3.0 and the wavy surface dissipated. Don't know why, all the settings were identical.
Hello everyone, I've been having the exact same issues posted here, constant senoidal wave horizontal artifacts. After going crazy for weeks, at least in my case, what was causing it was the heatbed. The PID of the heatbed cause this senoidal wave, and apparently when the current goes through it the bed flexes or something. I am not even using a hemera I just ended up in this thread because the pictures looked exactly like mine. I wanted to post this in case it is as well the case of somebody here. I still don't know if it is the heatbed vibrating itself, the heatbed making the spring steel sheet ( mk52 heatbed ) vibrate, the heatbed causing vibrations on the iron parts of the extruder because of induced magnetism... I don't exactly know the cause yet, but turning of the bed solves it completely, and activating the bed manually you can manipulate exactly how that waves appear or not.

Anyone got anywhere with this? I'm seriously thinking of binning this extruder. I've tried all the suggestions. I'm also running linear rails on all axis , have tried multiple different fan mounts in case it was vibration related, just can't get rid of this salmon skin. I'm running TH3D EZboard with 2208's with moons stepper motors on X and Y. BLV Linear rail kit with dual Z motors. I've tried everything over the last year and I think its time to give up.
I have not been able to resolve my problem. So I just ordered a new hotend and extruder. I really don't want to waste more filament and/or time trying to dial this in.
