I understand that it's important to have the E3D heat sink fan "always" on. I have mine wired so that it's on whenever the power supply for my printer is on. My question is: after a print completes, at what temperature is it safe to turn off the fan / power supply?

This is quite dependent on what material you are printing and what your printer/mount is made of. However a fairly universally safe answer is 50 degrees C.
